新一轮千亿斤粮食产能提升：实施经验、现实挑战与发展路径

摘要: 粮食安全是国家安全的重要基础，也是增进民生福祉的重要保障，对国民经济长期稳定发展意义重大。新一轮千亿斤粮食产能提升行动是我国政府为保障国家粮食安全而实施的一项重要计划，其实施将有助于我国粮食生产的持续稳定发展，并推动农业高质量发展。上一轮千亿斤粮食产能提升行动通过稳定粮食种植面积、强化基础设施建设、依靠科技创新、维护农民切身利益等措施，超额完成了产能提升目标，为保障国家粮食安全做出了重要贡献。新发展阶段下，实现粮食产能高位突破的目标，面临着资源环境约束趋紧、政策激励效果有限、科技创新能力不足、粮食减损潜力有待挖掘等方面的挑战。在建设农业强国背景下，实施新一轮千亿斤粮食产能提升行动要妥善处理好产量与产能的关系。为此，要坚守耕地红线、健全种粮收益保障机制、强化科技创新力度、推动全链条节粮减损，夯实粮食安全根基。

Abstract: Food security is an important foundation for national security and an important guarantee for improving people’s livelihood and well-being, and is of great significance to the long-term stable development of the national economy. The new round of 100 billion catties of grain production capacity improvement action is an important plan implemented by the Chinese government to ensure national food security, and its implementation will contribute to the sustainable and stable development of China’s grain production and promote the high-quality development of agriculture. In the last round of 100 billion catties of grain production capacity improvement action, through stabilizing the grain planting area, strengthening infrastructure construction, relying on scientific and technological innovation, safeguarding the vital interests of farmers and other measures, the production capacity improvement target was exceeded, and an important contribution was made to ensure national food security. Under the new stage of development, the goal of achieving a breakthrough in grain production capacity at a high level is faced with challenges such as tightening resource and environmental constraints, limited policy incentive effects, insufficient scientific and technological innovation capabilities, and untapped potential for grain loss. In the context of building an agricultural power, the implementation of a new round of 100 billion catties of grain production capacity improvement action should properly handle the relationship between output and production capacity. To this end, it is necessary to adhere to the red line of cultivated land, improve the income guarantee mechanism for grain planting, strengthen scientific and technological innovation, promote grain saving and loss reduction in the whole chain, and consolidate the foundation of food security.
