论晋察冀抗日根据地的反腐倡廉法规制度建设

摘要: 内容摘要：在抗日战争期间，晋察冀边区政府在法规制度上建立起反腐倡廉的三道防线：第一道防线以干部廉洁管理为关键，修改完善选举法，制定《晋察冀边区行政干部任免考核奖惩暂行办法》，发动群众依法选贤任能，撤换腐败官员，形成行政纪律正风肃纪。第二道防线以规范财政管理为基础，制定财政法律法规，形成财税征收制度、预算决算制度和粮食管理制度，严肃财经纪律防腐促廉。第三道防线以惩治贪污犯罪为重点，制定《晋察冀边区惩治贪污条例》等刑事法律，有效打击贪腐犯罪。结合根据地实际，初步形成了晋察冀边区反腐倡廉的法规制度体系雏形，为建立廉洁政府、肃清贪污浪费筑牢法制基础。

Abstract: During the War of Resistance Against Japan, the government of the Shanxi-Chahar-Hebei Border Region established a comprehensive three-tiered defense against corruption, promoting integrity through robust regulatory and institutional frameworks. The first line of defense focused on the integrity management of cadres, including the revision and enhancement of the election law, the creation of Interim Measures on Rewards and Punishments for the Assessment of Appointment and Removal of Administrative Cadres in the Shanxi-Chahar-Hebei Border Region, and the mobilization of the populace to lawfully elect competent and virtuous officials while removing corrupt ones. This approach reinforced administrative discipline and fostered a culture of transparency and accountability. The second line of defense centered on the standardization of financial management, which involved enacting financial laws and regulations, and establishing systems for tax collection, budgeting, final accounting, and grain management. These measures were designed to enforce strict financial discipline, thereby preventing corruption and promoting fiscal integrity. The third line of defense targeted the punishment of corruption-related crimes, leading to the formulation of criminal laws such as the Ordinance on the Punishment of Corruption in the Shanxi-Chahar-Hebei Border Region, which effectively combated corrupt practices. These efforts, tailored to the specific conditions of the base area, laid the groundwork for the initial development of a regulatory and institutional framework for anti-corruption and integrity in the Shanxi-Chahar-Hebei Border Region. This framework provided a solid legal foundation for establishing a clean government and eradicating corruption and waste.
