UK Modern Apprenticeship Quality Monitoring and Evaluation System: Framework Design and Innovative Practice
摘要: 英国通过构建学徒制发展全周期质量评价体系,推动学徒制高质量发展并应对产业结构升级与技术革命需求。英国学徒制基于CIPP模型构建了覆盖项目开发、实施与改革成效的复合型评价框架;通过嵌入数字技能、绿色技能等新兴指标,以及智能技术赋能评价工具革新,强化与产业的动态适配;建立严密的质量监管体系与多主体协同监管网络,强化监测评价结果的有效应用,发展形成“目标驱动一监测反馈一制度调适”的动态闭环治理模式,为我国职业教育评价制度设计的系统性、技术赋能的动态性及结果应用的有效性提供参考。
Abstract:
UK has propelled the high-quality development of its apprenticeship system and addressed the demands of industrial restructuring and technological revolution by establishing a full-cycle quality evaluation framework. The innovative practices in the UK’s apprenticeship monitoring and evaluation system are manifested in three dimensions: A Composite Evaluation Framework grounded in the CIPP model, spanning project development, implementation, and reform outcomes; Dynamic Alignment with Industry Needs through embedding emerging indicators such as digital and green skills, coupled with technology-driven innovations in evaluation tools; A Rigorous Quality Supervision System and a multi-stakeholder collaborative oversight network, ensuring effective application of evaluation results to forge a “goal-driven monitoring feedback institutional adaptation” dynamic closed-loop governance mechanism. For China’s vocational education reform, these practices offer critical insights: enhancing the synergy of institutional design, advancing technology-enabled adaptability in evaluation, and prioritizing actionable outcomes to cultivate a governance ecosystem that deeply integrates skill supply with industrial demand.
