职业教育角色定位与功能转向

摘要: 在新一轮科技革命与产业变革的推动下，“市域产教联合体”通过统筹政府、高校、科研院所、企业等多元主体，强化教育、科技与人才三位一体式发展，职业教育在其中的角色与功能正深刻转向：职业院校由单向“技能供给者”升级为联结产业需求与教育供给的“桥梁”，在专业设置、课程共建与跨学科项目中实现双向驱动；由传统“服务配角”迈向区域创新与社会多元服务的“人才孵化器”和“技术服务商”，为应用研究、中小企业技术升级及社区培训等提供灵活支持；由被动衔接模式转变为多方利益平衡与协同治理的“关键枢纽”，通过校企协同、资源共享和多元评估机制推动体制创新与持续共赢。唯有在完善政府宏观统筹、强化“双师型”队伍建设、构建信息化平台等多重路径下，方能充分释放职业教育在市域产教联合体中的价值，为教育科技人才一体化发展注入更强动能。

Abstract: Amidst the new wave of technological revolution and industrial transformation, city-level industry-education consortia integrate multiple stakeholders—governments, universities, research institutes, and enterprises—to strengthen the triadic development of education, technology, and talent. In this context, the role and function of vocational education are undergoing a profound shift. Vocational colleges are evolving from unidirectional "skill providers" into "bridges" linking industrial demands with educational supply, achieving a two-way drive in program design, curriculum co-construction, and interdisciplinary projects. They are also transitioning from being traditional "supporting actors" to becoming "talent incubators" and "technical service providers" for regional innovation and diversified societal services, offering flexible support for applied research, technological upgrading of SMEs, and community training. Furthermore, vocational education is shifting from a passive connecting model to a "key hub" for balancing multi-stakeholder interests and collaborative governance. Through university-industry cooperation, resource sharing, and diversified evaluation mechanisms, it promotes institutional innovation and sustainable win-win outcomes. Only by enhancing macro-level coordination, strengthening the construction of "dual-qualified" teaching teams, and building digital platforms can vocational education fully unleash its value within the city-level industry-education consortia, injecting stronger momentum into the integrated development of education, technology, and talent.
