空间治理的逻辑体系与重点机制探析

摘要: 空间治理是国家治理体系和治理能力现代化的重要内容，是一项综合性系统工程。为了破解认识不一、缺乏统筹、管制生硬、配置不活等空间治理的现实问题，文章运用体系化研究思维，探析空间治理内涵，聚焦治理体制破题，围绕规划、管理和工作三大体系架构，探索建立规划协调机制、要素配置机制、精准管控机制、协同共治机制、考核评价机制，通过关键性机制设计，寻求可行的空间治理制度框架。 

Abstract: Abstract: Spatial governance is an important part of the modernization of the national governance system and governance capabilities, and it is a comprehensive and systematic project. In order to solve the practical problems of spatial governance such as inconsistent understanding, lack of overall planning, rigid regulation and inflexible allocation, this article adopts systematic research thinking, explores the connotation of spatial governance, focuses on the governance system to solve the problems, and revolves around the three major system frameworks of planning, management and work, to explore the establishment of planning coordination mechanism, factor allocation mechanism, precise control mechanism, collaborative governance mechanism and assessment and evaluation mechanism. Through the design of key mechanisms, this study seeks a feasible institutional framework for promoting spatial governance.
