市域产教联合体中多元主体的冲突与协调 —— 基于制度逻辑的分析

摘要: 市域产教联合体是破解我国产教融合 “最后一公里” 问题的关键举措。通过制度逻辑理论视角对影响市域产教联合体建设的多重制度逻辑进行分析,市域产教联合体的构建和运行具有政府逻辑、市场逻辑、教育逻辑、社会逻辑和园区逻辑。不同的制度逻辑在市域产教联合体发展过程中呈现一定的矛盾冲突,主要表现为多元主体价值取向差异化、角色定位模糊化、政策制定与执行不一致、校企合作貌合神离。因此,寻找相悖逻辑间的平衡点并进行协调是提升市域产教联合体效能的可能路径:首先应构建公共价值,回应多元主体利益诉求;其次要纵向建横向连,提高联合体治理效能;再次要创新政策执行模式,落实政策细节;最后需紧盯着力点,集聚资源优化校企合作。

Abstract: The municipal industry education alliance is a key measure to solve the "last mile" problem of domestic education integration in China. From the perspective of institutional logic theory, this paper analyzes the multiple institutional logics that affect the construction of urban industry education consortia. The construction and operation of urban industry education consortia have government logic, market logic, education logic, social logic, and park logic. Different institutional logics present certain contradictions and conflicts in the development process of urban industry education consortia, mainly manifested as differentiated value orientations of multiple subjects, ambiguous role positioning, inconsistent policy formulation and implementation, and apparent differences in school enterprise cooperation. Therefore, finding a balance point between conflicting logics and coordinating them is a possible path to enhance the effectiveness of the urban industry education alliance: firstly, public values should be constructed to respond to the interests and demands of multiple subjects; Secondly, it is necessary to establish vertical and horizontal connections to improve the governance efficiency of the consortium; Once again, we need to innovate policy implementation models and implement policy details; Finally, we need to focus on the key areas and gather resources to optimize school enterprise cooperation.
